Construction Assurance Services (CAS)
To liase with the Engineering Assurance Department to discharge the ASC duties for construction assurance
Undertaking site inspections and contributing the outcome to Quarterly Reports as defined in Section 6 of the Contract Scope
ASC CAS team – coordinate with other sections Assurance Engineers to apply best practice, lessons learned and maintain consistency
ASC CAS – reporting progress and issues to the Construction Assurance Manager, CAS
The Construction Assurance Engineer (Geotechnical / Earthworks), CAS is resonsible for dischargeing the duties for construciton site assurance under the ASC scope of services with EKFB for the HS2 MWCC sections C2 and C3. Estimated timeframe of the position is from mid 2021 likely through December 2026.
• Assisting in the establishment of a team to deliver the services which will consist of site-based designer’s representatives as well as office based support
• Site assurance consists of:
o Undertaking reviews of the construction documentation including Quality Plans, Works Package Plans (WPPs) and Inspection Test Plans (ITPs) for earthworks assets, e.g., cuttings and embankments
o Agreeing hold and witness points for earthworks and undertaking the inspections of earthworks during construction on behalf of ASC, including site and factory inspections, where necessary.
o Raising and reviewing NCRs on areas of earthworks which are not being undertaken in line with the design drawings and specificiations and tracking close-out of these issues
o Witnessing testing of earthworks, both site acceptance tests (SAT) and factory acceptance tests (FAT)
o Carrying out audits of EKFB’s site QMS
o Undertaking examination of earthworks during construction in accordance with the ITPs
o Reviewing RAMS documents
o Auditing the Client/Contractor’s construction assurance procedures and teams
• Contributing to Quarterly Reports to EKFB
• Monitoring construction activities and supporting the Construction Assurance Manager to ensure that EKFB are receiving the contracted-for services
• Maintaining consistancy coordinating with other sections’ assurance engineers
• Liaising with the Construction Assurance Manager the resource requirements to align with contruction activities
• Meeting time-frame, and quality targets, meeting or exceeding client expectations
• Key responsibilities are;
o Support EKFB in undertaking inspection of excavations, identification of soft spots, seepages and other information needed to confirm design interpretations (including final location of slope drainage) to support self-certification by EKFB. EKFB to confirm scope of inspections.
o Support EKFB in identifying salient features to be recorded as part of the as revealed ground conditions. EKFB to confirm scope of inspections.
o Review of the inspection records and as revealed ground conditions recorded by EKFB.
o Update of interpreted ground model to reflect observations during construction. The level of detail and format of the updated ground model to be agreed with EKFB and HS2.
o Update of Geotechnical Risk Register to reflect observations during construction. Staging of updating to be agreed with EKFB.
o Review and interpretation of the site observations, records of as revealed ground conditions/pile records, testing, and monitoring data to project ground movements and demonstrate compliance with the relevant technical standard and design requirements.
o Review and interpretation of the site observations, records of as revealed ground conditions, testing and monitoring data to support implementation of the observation method (as defined by Ciria R185) where it is specified within the design.
o Preparation of interim and final Geotechnical feedback reports. Staging of reporting to be reviewed with EKFB in cases where interim reporting might not be necessary.
o Provide EKFB with technical support to identify, notify, justify and evaluate Compensation Events where physical conditions encountered during the works are more onerous than the baseline statements contained within the GBR.
